### Steps to reproduce

1. Use nc app on mobile1. Do the settings so that if the file is on server, dont /skip upload
2. After many years change the mobile to mobile2. Take all the data and apps etc from mob1 to mob2.
3. Use nc app on mobile2. Do the settings so that if the file is on server, dont /skip upload

### Expected behaviour

It should not upload all the older photos and whats app images etc

It uploads all the older photos and whats app images etc
