Passcode is not reset after removing an account with local data

### Steps to reproduce

1. Set passcode
2. Remove an account with local data
3. Open the app again

### Expected behaviour

A user can log in, no passcode required.

### Actual behaviour

Passcode is required and cannot be reset.
