Local file modifications not uploaded via 'open with'

### Steps to reproduce

1. Download a PDF file for offline access
2. Right click or open Context menu
3. Click open with and select any local Android pdf editor
4. Anotate or otherwise edit the file and save
5. (Note the file saves with a (1) / (2) / (3) / etc appended to file name)
6. Check nextcloud uploads and note the newly saved file is not list as uploading or uploaded
7. Check nextcloud online and note the file has not been modified with the saved changes
8. Open the file again with a different PDF app selected during step 3 / open with
9. Notice that the app reflects file modifications made in the first PDF app, proving edits were indeed saved locally (confirmed this yesterday but was not able to reproduce today, Today, changes are not persisting from one app to another. Still not uploading to serving though)

### Expected behaviour

When modified file is saved it should be added to uploads list and sent back to server, or an error message displayed

### Actual behaviour

File Modifications seem to be saved locally as any Android app that is used to 'open with' will reflect all changes, but those changes are never uploaded

Running graphene os

Log was too big to paste json, and could not straight copy to clipboard, so lasted two chunks
