### Steps to reproduce

Im having this issue on google pixel 6 with nextcloud app version 3.31.0
My scenario is nextcloud is on home network behind cgnat.
I use tailscale to make my instance available on the tailnet.
laptop on mobile hotspot on tailnet can browse my nextcloud instance
phone on mobile network with tailscale on can tracert successfully to nextcloud instance.
nextcloud android app says up Uploads - waiting for non-metered wifi.
mobile network setting has nextcloud app with background data usage enabled and unrestricted mobile data usage enabled.

testing with this setup ahead of my travel.

### Expected behaviour

upload should work since, background data usage enabled and unrestricted mobile data usage enabled.
phone on mobile network with tailscale on can tracert successfully to nextcloud instance.

### Actual behaviour

nextcloud android app says up Uploads - waiting for non-metered wifi.
