New Folder/Files Notification Spam When Feature Disabled Server Side

### Steps to reproduce

When is the NextCloud app spamming my notifications about new photos/folders when I don't even have the photo app installed, let alone enabled server side?

### Expected behaviour

Don't spam users.

### Actual behaviour

NextCloud app doing too much. It shouldn't even be watching for new files or folders unless the feature is enabled server side.
