the file owner receives wrong "Activity notification for Nextcloud" messages

1. nothing - happens automatically - mysteriously

Actual behaviour

nextcloud produces phantom activity reports for thousands of files.
user changed xxx.jpg
user pretends not having "changed" anything - BTW ho could you change thausends of files without remembering
If ever I can image user downloaded/deleted/updated/moved but what does "changed" mean?

The report names no files, tests, logs, or entry points and provides no usable reproduction beyond Nextcloud 19.0.4 producing phantom activity reports. Start by reproducing the reports and collecting the missing server, client, and Nextcloud logs; done means activity messages accurately correspond to actual file actions.
