Steps to reproduce
  1. Create a shared folder
  2. Mark all checkboxes for mail notification for Activities in the Notification settings and choose send mail as soon as possible
  3. Add document with different user account
Expected behaviour

When a file is uploaded, created or deleted a mail should be sent to notify users. The problem seems to exist since I updated to Nextcloud 30.

I have marked all checkboxes for mail in the Notification settings for the user and set send mail as soon as possible, but no notification mails are sent. Email settings are correct, as send_testmail is working fine as well as mails are sent to new created users. When a user is added to a new group, the notification mail is also working. It seems the problem is only related to document activities.
