Description
There are various places where we use an avatar list with overlapping avatars and a popover if the number of users exceeds a fixed amount:
As mentioned by @jancborchardt it would be good to have a shared component for this.

Research direction
Start by comparing the existing avatar-list implementations used in Deck, Text, and Richdocuments.
