Start by reproducing the Windows failure with the netlify env:set commands shown, especially the DATABASE_URL containing &, and inspect how the CLI invokes pnpm.CMD. The issue is done when these environment variables can be set without the CLI terminating unexpectedly and the command no longer produces the shell error.
