Description

If I can specify a relay, define the IROH_SECRET, and define a magic-ipv4-addr I should be able to obtain stable TICKET that does not change on a computer whose network will not change.

Sendme offers the ability to specify the relay, but dumbpipe does not.

Research direction

Start by comparing dumbpipe's relay handling with Sendme, which the issue identifies as having this capability. Trace how IROH_SECRET and magic-ipv4-addr affect ticket generation; done means a user can specify a relay and obtain a stable TICKET when the computer's network remains unchanged.
