Description
Your idea
If a user has cleared a default shortcut, it is reinstated when upgrading - regardless of whether this causes a conflict with a custom shortcut for another action.

Research direction
No file or test is named in the issue. Start by tracing the keyboard-shortcut settings upgrade or migration entry point, then identify how an explicitly cleared default is represented and restored. Done means an explicitly cleared shortcut remains cleared after an upgrade, including when another action has a custom shortcut.
