Description with steps to reproduce
Drag & Drop panels is unpredictable. In particular, two problems stand out:
- Reordering of panels is not possible. Sometimes, the panels even appear cramped.
- Floating panels can't be moved. Multiple ones are just centred and overlap.

Additional context
I'm using Swayfx 0.5.3, based on Sway 1.11.0 (Wayland). I'm not able to check on Sway right now, but I think it should also happen there.
