Engraving bug (incorrect score rendering)

Description with steps to reproduce

Put some notes on a different staff via cross-staff notation.
Then place a fermata on that chord.
See attached image for the 'below' and 'above' default positions.

Additional context

Apologies if this one already exists, I did a few searches in the issue tracker but didn't see it.
Edit: It occurs to me that the image I've attached might be potentially confusing, the score I was working on has two voices on the bottom staff and nothing but an invisible whole note rest on the upper staff.
