Add UI for creating full bar rest

Make adding full bar rests (in a particular voice) more accessible.

Problem to be solved

Currently, adding a full bar rest to a voice other than voice 1 is very obscure: the user must first insert a rest in the desired voice, select the rest, and then press the key combination Ctrl+Shift+Del (which looks more like turning the rest to a full bar one). The hint for this can only be found in Edit > Preferences > Shortcuts or in the online manual. Given that full bar rests in other voices (at least in voice 2) are not uncommon in polyphonic pieces, score reductions, and parts with cues, it would be preferable to place this feature in a more accessible location, such as the top toolbar or the Add menu.
