Description
Your idea
A mode Where the Screen reader still works for all menus and user interface controls, but is silent when navigating the score. This would enable screen reader users to just hear the notes without having the screen reader speak the associated status.
Workaround: put screen reader on silent mode, but the user then has to keep toggling this manually each time they need a menu, palette item, etc.
Problem to be solved
Many blind users have very good aural skills (including a much higher than usual percentage with perfect pitch). For these individuals they can accomplish much of their composing and editing of music largely by ear. Having the screen reader reporting note names, type, bar numbers etc with each movement cuts across the aural work process. However, they still need speech on all other areas of the software outside the score. A mode that allows the score to just play the notes and have no speech but all other areas speak as usual would mean they don't need to turn speech on/off each time they navigate away and back to the score.
Prior art
Yes, Lime Aloud (part of the GoodFeel Suite from Dancing Dots) has what they call Silenzio mode as described above.
