Description
Your idea
Add a radio button (or a toggle switch) that allows the user to maintain the text-to-dynamic conversion without the dynamics popup appearing whenever the Ctrl+D shortcut is used.
Problem to be solved
These are the available options for the Percussion panel in the Preferences dialog.
Something like these could be implemented for the dynamics popup.

Research direction
Start by locating the dynamics popup and the Preferences dialog's Percussion panel, then trace how Ctrl+D performs text-to-dynamic conversion. Done means a preference lets users keep the conversion while suppressing the popup, with the existing behavior preserved when the option is disabled.
