Research direction
Start by reproducing the shortcut configuration and failed move in MuseScore Studio using the reported piano-piece scenario. Trace the handling of the “Move selected note/rest to stave above” operation for Meta+Ctrl+Alt+Up and its Down counterpart; done means both shortcuts move the selection to the adjacent stave.
