Mouse wheel scrolling doesn't work when the cursor hovers above the Copyright space in the Project properties dialog

Description with steps to reproduce

1. open the Project properties dialog
2. make the cursor hover above the Copyright space
3. try to scroll with the mouse wheel

Actual behaviour: scrolling doesn't work.
Expected behaviour: scrolling works like in the rest of the dialog.
