Empty space when resizing the application window by dragging the bottom border (if the Note input tool bar is enlarged)

1. Add some new elements to Note input tool bar (unhide elements)
2. Reduce MSS size horizontally to minimal size
3. Drag the bottom edge down

Same result when moving the top border, too.

Additional context
Sometimes, when resizing the app window by dragging the border, MS frezees for many seconds but doesn't crash. I can't reproduce it though, it's something that happens occasionally.
