Description
Issue type
UX/Interaction bug (incorrect behaviour)
Description with steps to reproduce
Impossible to expand a barline to above staves.
- Add a barline in a lower staff
- Try to expand that barline to upper staves
There is no drag handle above the barline and hence it is not possible to expand it upward.
The workaround is to move that staff as the first staff, then expand downward, and then reposition the staff in its right place.

Research direction
Reproduce the issue in MuseScore Studio 4.4 by adding a barline in a lower staff and attempting to drag it upward. Start by tracing the barline interaction and drag-handle behavior in the desktop UI; done means a barline created in a lower staff can be expanded to upper staves without repositioning the staff.
