Balance knob does not work properly

Description with steps to reproduce

1. Open an empty project
2. Open the mixer
3. Change the balance with the balance knob using a mouse wheel or a touchpad

It might not be obvious, but the knob stutters at certain values: 52, 58, and some others.
To advance further, you have to scroll the wheel faster.

The easiest way to reproduce the issue is to try to slowly change the value with the MacBook touchpad

Additional context

This only happens on a Logitech mouse with a kinetic scroll and a Macbook touchpad. It does not happen on a Windows machine with a regular mouse

Start at the mixer’s balance knob and its mouse-wheel or touchpad input handling, reproducing the issue in an empty project with slow scrolling. Compare behavior around values 52 and 58 on the reported devices and verify that the knob advances smoothly without requiring faster scrolling.
