Your idea

Disable or do not show Enable MIDI input item in playback toolbar setting if no such devices exist.

Problem to be solved

In Preferences - I/O both MIDI input and output are No device
Even more, in Preferences - MIDI mappings all statuses are Invalid, and MIDI remote control is unchecked.

Yet, when sprocket wheel in playback toolbar is clicked, the topmost item is checkmarked Enable MIDI input.

Additional context

This was seen in the fresh 4.3.0 nighly, but probably it was the same in earlier 4.* release builds.
