Bug description
System breaks are not selectable if they are behind a vertical frame, rendering them unable to be deleted.
Steps to reproduce
- Make a new score.
- Select the second measure and press return to add a system break.
- Select the frame and in the Properties panel lower the "Gap below" to 3.
- See error: you can't select the page break. It just selects the frame.

Additional context
The frame is in front of the break symbol. If you send the frame "to back" using the Appearance drop down in the Properties panel, you are then able to select the break symbol.
