Your idea
As rehearsal marks usually depict measures, they should also be anchored to the beginning barline (or to the bar itself). I don't see any advantage in rehearsal marks being pinned to notes.
One disadvantage resulting from that is, that they move with respect to layout stretch and also the RM position on system breaks is quite odd at times and also makes a complete mess when dynamic symbols and other text are also present to clash with.
Furthermore, I really like adding a Part Descriptor as seen below (currently I misuse the system text for that, but it's actually not the same). Maybe it might be a great addition as well.

In MuseScore 3 you could define some kind of staple order, giving the RM more weight. Maybe that would be a concept to begin witha beginning.
