Your idea

Create a feature for "system level chord symbols" that would always show above the top staff even if you have selected to hide empty staves.

Problem to be solved

If you have selected to hide empty staves and the staff that gets hidden contains the chords of the score, than the chord symbols will be hidden too. If there was a way to enter "system level chord symbols" the chord symbols would always show above the topmost staff.
