Bug description

Adding a local time signature to a linked staff only applies to one staff, adding notes leads to a corrupt score.

Steps to reproduce
  1. Create a score with linked staves
  2. Add a local time signature in the middle of the score to a linked staff and add notes (local time signature does not apply to both linked staves)
  3. Add notes
  4. Add another time signature before the local time signature, notice the added time signature at the measure of the local time signature. (This step isn't necessary, but it is interesting)
  5. Score is corrupt
