Your idea
A tool that brings up a list by bar of elements within the score and an associated list of preferences of what is to be included.
Problem to be solved
This may be of use for analysis purposes for all users. But specifically when you are a blind user interacting with even a short score for the first time it is quite hard to find basic layout features such as repeats, voltas, coda, or the bar where there are ornaments, etc. arrowing through a score element by element is laborious and time consuming even on a very short piano piece. Being able to bring up a list that gives basic layout and whatever other items you have selected that you are looking for could be very helpful. This would be similar to what Jaws and NVDA do with an elements list on for example a website where they list out links, headings, etc.
