Steps to reproduce

The attached is a simple example of local key and time signatures. Musescore only exports time signatures as general signatures, no number 1 or 2. The correct output must be what the attached one, thus when all staves have the same time signature, number is not required; and if they have different time signatures, or only one or more of them have but other(s) don't have, number should be used.
