Steps to reproduce
- Open any score with 2+ instruments
- Open a part
- In the part pay attention to Instruments tab (no ability to open staff drop-down for hidden instruents)
- Make one hidden instrument visible (there's ability to open staff drop-down)

@bkunda My expectation for this case is that the drop-down is rendered for all (visible and hidden) instruements inside parts, but it could be discussed if you don't agree.
