Description

this is also an issue on MuseScore 3, but I thought I'd bring it up here.
when I forget to switch my keyboard language from Hebrew to English, I cannot use shortcuts in the program (I don't know if this also applies to other languages that don't use the Latin alphabet).
This doesn't happen to me in other programs.
it's not a big deal to solve this, as the program is still useable without fixing this issue, but it is annoying to keep switching the language every time I want to use a shortcut

Research direction

No file, test, or entry point is named in the issue. Start by reproducing the shortcut failure with a Hebrew keyboard layout, then locate MuseScore's keyboard-shortcut handling; done means shortcuts work without switching the keyboard language and the behavior is covered by a suitable test.
