Description
I am slightly out of context on this issue, but we tried using codeowners-plus for Hyprland and experienced the check failing on all (?) PRs open from outside of the main repository. It was then fixed with hyprwm/Hyprland#15486.
Perhaps, a change is needed to the example workflow file given in the README.

Research direction
Start with the example workflow file in the README and reproduce the check on a pull request from a fork. Compare its checkout or fetch setup with the change referenced by Hyprland#15486; done means the example workflow succeeds for fork-based pull requests without requiring a manual repository-specific workaround.
