[discussion] Once Material UI v7 relies on Base UI transfer all issues not related to Material Design?

### Summary

Once Material UI relies on Base UI, what if we migrated all the component issues that are not design-related from http://github.com/mui/material-ui to here?

It would make sense to be able to build on top of a decade of prior attempts of failure and success, each component owner and community could more easily find this back. The API of the component in Base UI is different now, but we can make the case that it's not different from how Material UI v6 API is different from Material UI v1/v0.
