[preview card] Consider exposing a `timeout` prop

## Summary

Huge congrats to you all on reaching `1.0` — we're huge fans at [operate.so](https://operate.so) 🎉

We recently rolled out `PreviewCard` internally, as we were incorrectly using `Tooltip` previously

One of the features we miss though is the `timeout` behaviour — if a `PreviewCard` is opened again within the specified time-frame, we'd love to be able to show it again _instantly_ rather than making the user wait for the `delay`
