[popover] allow popover to work just on hover

# Feature request

## Summary

Currently the popover functionality do not allow to open the popover content just on hover.

If I click on the trigger the popover content is opened and I need to click outside or in the trigger again to close the popover.

The popover should allow just work on hover in the trigger if the user needs it.
