Description
Hi
I'm trying following config:
#cloud-config
users:
- name: "kairos"
passwd: "samplepassword"
lock_passwd: true
ssh_authorized_keys:
- github:zewelor
And it allows me to login, from reading code I assume it should set password hash as "!" in /etc/shadow ? There is still normal password hash there.

Research direction
Reproduce the shown cloud-config users entry and inspect /etc/shadow for the kairos account. Trace how lock_passwd is handled in the Go implementation, then verify the resulting account state and password-login behavior match the documented expectation for lock_passwd: true.
