Description
For network isolation / distribution substations allow connecting both sides to same tier.
Should efficiency be same for this as it is for conversion from one tier to another?
Should max power rating be same or possibly higher?
I think there's also space for Mk2 converter that could handle more power with better efficiency while being significantly more expensive to craft. Like some 100kEU water cooled with 100% efficiency which blows up if water is gone... well that's another topic but leaving here as it is related to 2 questions above.

Research direction
Start by locating the supply converter implementation and its handling of input and output tiers. Review how efficiency and maximum power are defined for existing tier conversions. The issue needs decisions on same-tier behavior and whether a higher-power Mk2 converter is in scope before implementation can be considered done.
