mpv version and platform

version: 0.21.0
platform: fedora 25 x86_64, running on wayland

Reproduction steps

using the default configs, open a normal video file, and press "T".

Expected behavior

mpv should keep on top over other windows.

Actual behavior

mpv does not keep on top over other windows.
