Research direction
Start by reproducing the issue with mpv 0.21.0 on Fedora 25 under Wayland, using the default configuration and the --ontop behavior triggered by pressing T. Trace the existing --ontop handling and compare the window state before and after the toggle; done means mpv remains above other windows under Wayland.
