Description
Expected behavior of the wanted feature
To better support VRR/G-Sync Monitors on Windows and to potentially fix the panning shot judder issues on MPV on Windows with 23.976 fps videos.
mpv.conf command would be called --dwm-vrr-enabled i guess on Windows if implemented.
It would also better to include option to configure VRR Range in mpv.conf telling MPV to maintain particular VRR Range, minimum=95.904Hz range and maximum=120Hz range in my case i would prefer to choose as multiples of 23.976 fps.

Research direction
The issue does not name any files, tests, or entry points. Start by locating mpv's Windows display and DRM/VRR option handling, then determine how --drm-vrr-enabled and a configurable VRR range should map to Windows; done means the options work on Windows and the requested 23.976 fps VRR behavior is verified.
