Windows on ARM binaries should have /align:0x10000 (64k align)

mpv Information

On Apple silicon and other arm devices, the page size is 16k and nvidia grace gpu is using 64k pagesize. Wine has compiled itself with 64k aligns. I think mpv should compile with 64k align too on windows on arm
