OSC is activated without mouse movement when cycling fullscreen

Reproduction Steps

1. Open a video file
2. Position mouse cursor to the bottom of mpv window to show OSC
3. Move mouse away and let the OSC hide
4. Keep mouse still and press f to cycle fullscreen

Expected Behavior

The OSC does not react (show up) when cycling fullscreen

Actual Behavior

The OSC shows up each time you cycle fullscreen.

Note: If you repeat again but skip steps 2 and 3, the expected behavior (above) happens.

I carefully read all instruction and confirm that I did the following:

• I tested and confirmed that the issue exists with the latest release version or newer.

• I produced the log file with the exact same set of files, parameters, and conditions used in "Reproduction Steps", with the addition of --log-file=output.txt.
• I produced the log file while the behaviors described in "Actual Behavior" were actively observed.
• I attached the full, untruncated log file.
• I attached the backtrace in the case of a crash.

Reproduce the issue using the listed four steps on Windows, then inspect the OSC and fullscreen handling involved in the f-key cycle, using output.txt to compare the event sequence. Done means cycling fullscreen with the mouse still produces no OSC activation, while the existing behavior when the OSC is already visible remains unchanged.
