Reproduction Steps

Playing 4k videos frequently stutters with up to 60ms spikes. log file attached.
the first log with my typical config which exhibit major stutters, first few seconds are stable with max frametimes of 2ms, few seconds later it spikes to 60ms.
the other log with no-config, exhibit wildly variable frame times but no major stutters.
seems to happens regardless whether vo = gpu-next & gpu-api = vulkan are used or not

HW dec make no difference.

No source file or test is named; start by reproducing 2160p playback with the stated mpv version, Windows, RTX 2070 driver, and the attached configuration and log files. Compare the configured and no-config logs, then confirm that playback no longer produces recurring frame-time spikes of up to 60 ms.
