Description
Currently overlay-add always renders on top of video.

Research direction
Start by locating the handling for overlay-add and the rendering entry points for the console output and OSC elements. Determine which elements should be allowed above or below the overlay, then define the expected layering behavior and verify it with a video and the affected elements.
