Content with normal paragraphs being ignored by reader mode

Am trying to understand why it is ignoring the text before the table. I get that the table itself might be removed for readability, and also the table of contents. But the other sections of text I do not understand.
Have been trying a few changes to the markup but nothing seems to make a difference.
In theory the text has paragraph tags and is (I think) of sufficient length - there were no links etc. So not sure why it is being cut out.
