Description
The current message consult workflow is a radio set that leaves much to be desired. It appears on all experiments, including those that contain no messaging. However, we have the list of messaging features and we can use that to determine whether or not to show the prompt.
Additionally, we would like to limit the acceptance of this risk to a subset of people that can perform the message review. Not accepting the risk will not block launching, but will be recorded for posterity.
This will allow us to determine if there is a correlation between message launches that succeed/fail and going through the message consult process.
