Description
/libs/{agent-tools,hackbot-runtime,lando-client,phabricator-client,testrail-client} all have pyproject.toml/hatchling build metadata but no publish workflow. Add one (internal PyPI or GitHub Packages) so they can be installed as versioned dependencies outside this monorepo.
