Description

Most rules have the same email template structure, and only the first sentence is changing. We could refactor that to remove the template clones.

This was triggered by https://github.com/mozilla/bugbot/pull/2498#discussion_r1839954089.

Research direction

Start by locating the email templates used by the rules and comparing their shared structure with the varying first sentence. Refactor the non-customized templates to use one shared structure, then verify that each rule still produces the intended email wording and behavior.
