Change language of bot when in RC week

Description
The bot has the same language in RC week as in beta and it can be confusing for new and junior folks who need to make a judgement call (and may not be keeping close tabs on where we are in a release cycle). Something along the lines of "at the time of this comment, the next beta is beta X [or RC] and there are N days left in the beta cycle. Is this bug important enough to uplift to [beta or release]? If not, do x." Perhaps with a strong emphasis or recommendation in not uplifting straight from nightly to release unless it is a certain severity.
