Nag when bugmon detects that a bug was fixed unexpectedly

Description
Bugmon routinely checks testcases to ensure that they still reproduce. In the event that the testcase no longer reproduces, bugmon will attempt to perform a fix bisection (see 1649479). It would be helpful in these cases, if the bisection succeeds, to NI the assignee or original poster to ensure that:
- the bisection is correct
- if it's correct, close the bug
We're currently handling this in bugmon itself but it'd be nice to include all NI activity in autonag.
