Description
run.py presently hardcoded some phabricator urls. Once #49 is done, when run.py is running, it will have access to the updatebot repo already checked out, so we can put the urls in updatebot somewhere and not hardcode them in run.py

Research direction
Read run.py and first check the prerequisite in issue #49, which should make the updatebot repository available while it runs. Identify the hardcoded Phabricator URLs and move their configuration into the checked-out updatebot repository; done means run.py reads them there instead of embedding them.
