Usb-C Gamepad rumble/haptics not working on Android 14 device

Describe the bug

On an android 14 device using a USB C gamepad (Razer Kishi Ultra) haptics do not work.
I have tried both with and without xinput mode, with the xbox 360 moonlight driver and without.
I have also tried an box 360 controller so I think it may be rumble in general is not supported but I did read online that rumble over Bluetooth connections can also have issues.

Steps to reproduce

Have Android 14 device,
Specifically galaxy s21 ultra running April 2024 update. Have razer kishi ultra or other game pad with haptics.
